How to motivate employees in public sector to give better services?

Motivation in a working place might be a general problem, but it sure has some specifics in the public sector. More specifics arise when putting it in a specific country or specific time.

We focused on a public sector in Slovenia. No money, bad salary system and even worse reward system. But the main issue (out of the filed work) is a satisfied customers. So their feedback has the big impact on motivation.

But to get the feedback at the write time, in a right from, we might need some new solutions. That's what we are working on...

We developed a service that allows citizens to give immediate feedback on service performance and provides an overview of users satisfaction to the public administration management. Monthly users satisfaction results are published on the website and provide the wider public with information about the level of public services.
